Haruna Minoura

I am a political scientist specializing in international political economy. My research examines foreign aid and the political economy of international development, with a particular focus on aid recipients’ perspectives and the policy-relevant questions in development assistance.

In June 2026, I will begin a research position at Oklahoma State University Hamm Institute for American Energy and Wes Watkins Center for International Trade Development. I will contribute to a project on energy security cooperation among the United States, Japan, and South Korea.

I recently completed my PhD in Political Science at the University of Texas at Dallas. My dissertation on foreign aid and public opinion examines the drivers of American public support for foreign aid as well as Kenyan public perceptions of aid projects and donors.

Before entering academia, I served as a Japanese foreign service officer with assignments in Malawi, Washington, DC, and at the Ministry’s headquarters in Tokyo. I have also conducted fieldwork in Colombia and India.

I hold an MPA from Columbia University School of International and Public Affairs, an MA in International Affairs from the George Washington University, and a BA in International Relations from the University of Tokyo.
